Explanation (?):

The performance logs and alerts service is a system tracking feature for Windows that allows you to monitor system vitals. It allows you to set up tracking events that monitor, log, and trigger alerts when specific conditions are met by counters. This means that you can do such thing as log CPU usage. It can even be set to log alerts if specified conditions are met or exceeded, or to send an event through the alerter service, or to execute a program. This service is very powerful, but unless you're a developer or an administrator you will find little use for this service. Set this service to manual if you do not need it, and set it to automatic if you do.
